I don't believe he means lowering his pants all the way around. He is talking about unbuttoning them to pull the front down to go instead of just unzipping and using the fly opening of his pants and underwear.

Once at a highway rest stop in Pennsylvania, I saw a man in the public restroom using one of the urinals... mind you, I said MAN, not a boy, or a teenager, or a young child. He was urinating and he had his trousers down past his hips... buttocks totally exposed. I don't understand WHY any man would feel the need to expose themselves in that way just to relieve their bladder. It's inviting trouble, if you ask me.

Anyone who has suffered the indignity and pain of getting their manhood caught in the zip of their jeans/trousers/pants could be forgiven for lowering them further than may seem necessary. Of course there is an element of exhibitionism for some in exposing their butt, and it seems to be a common occurrence when a group of tanked up lads stand side by side at a communal urinal and happily flash for a social media post. But let's be honest, there are worse things that you might see at a urinal than a guy showing a bit of cheek. Maybe the guy was wearing a thong and was just proudly showing it off(lol).
